The best thing to do would be to reinstall TeXmacs on a PC without Cygwin,
by following exactly the proposed steps. I do not have any PC with Windows
at my disposal, so I cannot do that. Nevertheless, I did the installation
together with Loïc Potier before christmas, and it worked. So if there are
still any problems with TeXmacs-1.0.1, then please let me know as soon as
possible.
