I don't use Windows and I don't encourage other people to do so, so I 
don't want to guess at what might be wrong.  It sounds to me like you 
must be missing the tcl or tk packages from Cygwin, though.  Does your 
Cygwin install work well otherwise?  Can you open the cygwin terminal, 
run other programs they provide?
