FSSTND is a funny abbreviation of Filesystem Standard.  The document
that says what sorts of things belong in /bin, /sbin, /usr/bin,
/usr/sbin, /etc, /lib, /usr/lib, etc.  For example, on Debian or
Redhat, you can be confident that any distribution Tcl and Tk will be
found in /usr/lib.  Users of these systems know (or will find out)
that they modify directories under the scope of FSSTND at their own
risk, and that all installs to these locations ought to go through the
package manager.

The way that .rpm and .deb files would `solve' the toolchain / dynamic linker
compatibility problems would be to require that users upgrade the inadequate
pieces (e.g. libc or GCC).
