Leaving public and/or private comments is absolutely encouraged.

Last year, there were also many mentors that would score proposals that
were not related to their projects, and apparently that had been
previous practice; however, I found this practice very annoying, since
(a) the highest scored proposals will be the accepted ones (b) the
scores are cumulative, not averaged; this resulted in having to go back
and scale down/up proposal scores towards the end in order to get the
one or two "accepted" proposals for Wget up into the top, and everything
else way down. This was all the more troublesome when one could only
score up/down by increments of 2, requiring a massive clickfest :\

I'm hoping the new web app's scoring system is much, much better, but I
haven't looked at it yet myself. My preference would be to leave verbal
feedback, but ultimately leave scoring to the project's mentors.
