+1, agree with Halim.
probably there are historical reason behind, but people know they need to run
./autogen.sh
./configure
make

Now what you are suggesting is to educate all users of spd,
saying autogen.sh is not a good way to go, see email from 2007.
And since people know pretty well how to use it why should we not
provide it to them?
They can run it if they want or run autoreconf -i
it will be the same result at the end.
