Hi Yaron, Hi list,

keyserver.noreply.org's stats show 19 keys fewer than every other
keyserver in the same timezone each day.

The logs are full of recons of 19 to 21 keys:

And yes, keyserver.noreply.org really doesn't have 
08AA24E2F387480CB210BDCB873941FB.

It has been like this for at least a week, possibly longer.  Any idea
what is causing this?
