For the license notice to be legally acceptable, you need t o add a copyright
notice, as described at
http://www.gnu.org/prep/maintain/html_node/Copyright-Notices.html
Can you please add copyright notices before any license notice?

This requires a little change in the notice.
Currently, it reads "[...]; either version 2 of this License.". As you can
see in the GPL howto, this part should be "either version 2 of the License,
or (at your option) any later version."
If you send another tarball with the changes above, it should be enough to
accept your project at Savannah.
