In fact, it is generally a bad idea to send a request to someone in
private (<address@hidden> should be in Cc), unless it cannot
be done otherwise, because it limits the number of persons that can
help.
Most of the time, the requests should be sent to an individual only
after his own request (because it is the only person that truly know
if he will be able to handle the request in an acceptable delay).
