It is not a GNU package (yet).
The latest release is available from
http://www.pintus.de/mgrabmue/guile/guile.html#guile-gdbm
Feel free to download
http://www.pintus.de/mgrabmue/guile/guile-gdbm/guile-gdbm-0.0.2.tar.gz
and have a look, it is a rather small package.
