It is still not a GNU package, the GNU Project is interested in
maintaining PHP3 due to the licensing change when PHP 4 was released.

I am the one that suggested Bob to create a project in Savannah, but
we still need to resolve the name issue (Bob told me that the PHP team
restricts the use of the name), I just sent an email to RMS to discuss
this issue.

So, please hold on the approval until we resolve the name issue, maybe
this will change.
