As a Ubuntu 8.10 user I think it is a good idea. I have my own script for downloading and installing the latest rdiff-backup, but it would be particularly helpful if other related utilities (such as archfs (with patches!), rdiffweb etc) could also be put in your repository - that way it could really save new users a lot of time. Of course the more packages you put in the repository, the more work it is keeping them updated!

But I am not sure what official sanctioning there could be; Canonical take no responsibility for private repositories, emphasizing 'you should be happy that you trust the author of the package'. This is something of a problem IMO.
