The vm images are same because I copied it from suse to fedora. 
Not all images are not bootable. I have tested win7, when not activiated, the win7 image can be booted on fedora qemu succesfully. After activated, the win7 hangs on fedora qemu. Don't know why. As the activiated win7 works fine in suse qemu.

I'm no expert, but two questions come to mind:

The Fedora and OpenSUSE systems may have different versions of Qemu.
Is the "VM image" format for the two versions of Qemu the same?  (I am
guessing that the answer is yes, if the "VM image" is just the disk
image.  But if it includes other information, that may not be the
case.)

The hardware environment presented by the two systems may be
different.  Do you know that the VM image can boot on the hardware
presented by the Fedora Qemu?  (In particular, are they both 32-bit or
both 64-bit processors?)
