Yes, I use scripts/qemu-binfmt-conf.sh to do that:

./scripts/qemu-binfmt-conf.sh --qemu-path / --systemd ppc64le
--credential yes
systemctl restart systemd-binfmt.service

And it is restored on any reboot.
