In oo.org you use spadmin to create a special 'fax' device. Essentially it
just takes a command that you enter which would fire up the fax device.
There's info on the internet for setting this up under both linux and windows.
You can even set up a toolbar button in oowriter like the print button to
start the faxout.

We use mgetty to receive faxes and I have it making a printout and a png image
that it emails to select individuals as a notification system.

We don't send directly from the computer much, but I set up oo.org on the
linux machines to use fax4cups + sendfax to create a cups printer which feeds
postscript and the number to dial to the sendfax program. I can document it
if you like.

I've also submitted a feature request to oo.org to auto-sense when a cups
printer is using the fax4cups driver and auto configure it as a fax device so
that the admin/user doesn't need to use spadmin on each workstation.

I haven't been able to figure out how to pull contact info directly from
phpgw. When we do a fax list, we export it from the phpgw addressbook in
oo.org calc format and do a mail merge in oo.org to fax them all.
