Only that one, and only once. And its not even forced (you can also
download the header.inc.php with the download button and then scp it
back into the phpgw deployment in your solaris box.

It is not recomended to have it +w to the webserver.

You cannot add, delete, modify users?
This is very odd...

Come hang out in the irc channel. Chances are this is an obscure config
issue in solaris. This works just as is under linux and postgres
