Would be great to have a call flow so that I can answer.

I guess the Pingtel is not configured properly.

Phones often show 2 options for specifying a proxy.
 use outbound proxy.
 or use proxy.

In the first case, partysip will not understood ACK sent
by the phone as this message MUST not come there if the
UA is compliant.

Specifying outbound proxy make them non compliant. The only
way to specify that messages should be routed through the
server is by using record-route and this is always decided
by the proxy.
