I /think/ the problem is actually in the way Vista handles things run
from Program Files, I don't have Vista but I remember some articles
about this.  Can you look in c:\documents and settings\<username>\.pan2
and list what files you have there?

Also can you try running pan from someplace other than program files? 
Maybe create a c:\pan folder and run it from there?

I have a team at work testing Vista so I can borrow a Vista system later
in the week to play with if you don't get a solution before then.
