So where to apply the solution ? - within Pan (hardcoded or in configuration) ? -or- - at mail2news side ?

It looks like mail2news-client reads the email article from
standard input, right?  So I think you could replace your
"mail2news-client" invocation with "elinks -dump | mail2news-client".
