How "large" would you want to have them? With the 64-bit binaries on
ftp.gnu.org/pub/octave/windows it is easy to

To install octave-forge packages
From octave prompt, execute
cd <install dir>/src
build_packages
you can install octave-forge packages but I have not tested yet.
At this moment, this is temporal and not described in my web site.
