Now as for how to test it,
it needs a program called
lrelease:

It converts the text files .ts
into a binary. qm, which is
then put in, .e.g.:
c:\Octave\Octave-4.0.0-rc2\share\octave\4.0.0-rc2\locale\
Would it make sense
if we had translation
release candidates?
No new code, just
new .qm files? I guess
that's what Tatsuro
meant by how to test
translations...
