Yes design document is more appropriate. Your experience pretty much matches what I've heard elsewhere. I could say more, but one thing I'll note is that even in industry often the design document is eschewed because it appears no progress is being made while employees sit around mulling over design details. In the long run things come back to cause problems. Haste makes waste, as it were, but often businesses don't think long term in today's climate.
