Follow-up Comment #43, bug #55940 (project octave):

Here is a SO item about nanosleep taking 10 seconds, with some answers that
may help someone write a patch for Octave to call the appropriate system API
calls to disable App Nap, either in critical sections of code, or every time
Octave starts, or by calling a new Octave built-in or oct-file.
