Follow-up Comment #1, bug #54245 (project octave):
Looks like they are hosting all of their downloads on github now, but only
starting at version 9.18.
The version could be updated to a more current version, or if you want to stay
with 9.16 for some reason you could use either Debian or Fedora's source
caches.
