Follow-up Comment #1:
Sorry, but I don't think you are understanding how make works, and the error
message you are quoting has nothing to do with whether the build rules are
written with a $(srcdir) prefix or not.
If you want to see the full error message, use
$ make V=1 doc/interpreter/octave.dvi
You will see that the actual command line uses the correct path to
octave.texi.
At the end of the long TeX output you might see an actual useful error
message.
