OK, thanks Mike. Here's some notes as I work through the errors:
/home/sebald/octave/octave/build1/../octave/doc/interpreter/octave.texi:105:

sf.tex not found, images will be ignored.
@image ...f.tex not found, images will be ignored}

OK, looks like the "TeX Live 2017/Debian" is incomplete and configure really
only checks for
TEXI2DVI='texi2dvi'
TEXI2PDF='texi2pdf'
. Searching for espf.tex in the packages...looks like
"texlive-generic-recommended"...
Installing espf.tex did the trick, nice. Please close this report.
