BTW, a GPL-ed and recent (June 2015) XML toolbox is here:

I played a few minutes with it, the demos work fine except for the graphics.
There's a mex file included, in the source I read "#if !defined (HAVE_OCTAVE)"
and there's more mention of GNU Octave there so that gives some hope ....

Maybe this toolbox is a good start.
