tl;dr: without qt-settings (fresh install), Ctrl+C doesn't break code
execution. If you open the settings dialog and press "OK" it works fine.
rm -r ~/.config/octave/qt-settings
LC_ALL=C ./run-octave -f
Now click Next, Next, Finish and enter into the command window "sleep (5)" and
try to break with CTRL+C (it doesn't work here).
Now open Edit, Preferences and click "OK" and try again. Now it works.
