Follow-up Comment #5, bug #41328 (project octave):
indeed, the maintainer of that Windows build (Markus Bergholz) said: "afaik
you have to wait for 3.8.1 release."
not blaming anyone, but this is a catch-22 situation for translators -- I wish
it were possible to test/run it live before it's released, at which time it's
too late to make any corrections.
pls close this report; I'll deal with the lost translations in bug #41201.
