Follow-up Comment #8, bug #38372 (project octave):

Thanks for all the testing work you've done.  I think we're getting close to a
solution.

The GUI is the problem and I have a small patch (patch.setlocale) which I am
attaching to this bug report.  To test it, download it to the Octave source
directory that you are building from and execute


patch -p1 < patch.setlocale
make
./run-octave


And test whether plotting works.  You shouldn't have to set any other locale
variables such as LANG or LC_ALL.
