So you already know that other versions of makeinfo.exe work. I got a pointer to a texinfo Windows 32 binary built from a snapshot of the latest source code. It is dated Jan 8, 2012. See http://sourceforge.net/projects/ezwinports/files/. The makeinfo.exe in the binary works too. Note that system("makeinfo --version") reports makeinfo (GNU texinfo) 4.13 Copyright (C) 2008 Free Software Foundation, Inc.
