You need to set up your local MTA -- whether it's sendmail, postfix,
exim, etc. -- to queue messages rather than deliver them immediately.
Additionally, you'll want to shut off DNS resolution for the MTA to
prevent DNS queries.
Next, tie in your dialup scripts to process the MTA queue when you
connect to the network (sendmail -q). Consult your MTA documentation
and dialup documentation for more details (or perhaps give us an idea
what type of system you're installing this on).
