I tried that specific revision
(627ea580a72fa20c88b893f1031c138567aed14c) and it's gotten more
interesting.  I did the 'propagate', which appeared to be successful.
Then I did an 'update' and had to do the merging again before I got that
invariant error again.  Subsequent tries to do updates don't required
merging but I continue to get the invariant error.
