Sure, should be doable.  (Sorry for taking so long to reply; when I
got your message I was in the middle of fighting hardware problems on
the server you're asking about, which didn't seem like a good time to
be adding a new project as well :-).)

I need:
  -- name of your branch
  -- list of allowed committers
  -- their public keys (= output of "monotone pubkey <keyid>")

How are you planning to migrate from BK, by the way?  Tridge's
sourcepuller software (http://sourceforge.net/projects/sourcepuller/)
makes it possible to extract the history, but there's currently
nothing written to then pull that into monotone.  The easiest (and
most generally useful) way to do that would be to write a bk_import
command for monotone, that either knows how to read sourcepuller dump
files or just links against libsp... But perhaps you have something
less ambitious in mind :-).
