[Patch] Alternativ get_RFC1123date function with numeric timezone

Hello everyone!

Because I like to use a "pain in the ****" mail client called pine and
I don't like to calculate around from GMT to my local time zone. This
alternative get_RFC1123date function generates a RFC1123 date with
numeric time zones... even under Solaris... why is there no "%z". )-:

I compiled the code with Linux and Solaris but I can't check any other
like .*BSD. And for the first time monit has sent me a mail with made
me smile. (-:

Bye,

C.Hopp

P.S.: Happy System Administrator Appreciation Day to everyone on the
      list. (-:
