Further investigation shows that it the presence of these entities in 
an illegal context that is causing them not to be interpreted, e.g.

<p><table>&#32;&#32;
 
Produces this effect:

                                                                       #32 Test

   &#32;&#32;

but, works when the <table> is missing.
