I want to add support to Simon's point:  If the netif goes down, then
someone has to know where to look to figure out why.  It kinda moves the
problem to another layer.

I appreciate trying to protect users from themselves, but using a
correct process for manual IP assignment is absolutely essential.  Label
the boxes and keep a master list...
