I think the key point is "%ppp_url" setting.

Because I can't visit "http://lurcher/ltib/ppp/" this web site.

My company don't have proxy and firewall.

How did your .ltibrc setting ?

See Hamilton's reply, you need to be able to access the internet to install LTIB.
