[lmi] Release notes for lmi-20090128T1423Z

In the December release, the "Print case to spreadsheet" command
inadvertently produced separate files for everyone in a census,
where formerly there was one spreadsheet file for the entire
group. Because the original behavior is so much more useful, we
restored it and re-released the system on 2009-01-07 to everyone
who uses this feature. The analysis beginning at line 442 here:
  http://cvs.savannah.gnu.org/viewvc/lmi/DefectLog?annotate=1.8&root=lmi
has led us to strengthen pre-release testing.

Group composites now report premium allocation, assuming it is
consistent for all contracts.

To improve consistency, an icon has been added for every toolbar
and menu command that didn't have one already.

The interface for "F1" help has been simplified.

Initial specified amount can be determined as the corridor factor
times initial premium. The CVAT factors had mistakenly been used
for GPT products, for this purpose only; now, this strategy uses
the same GPT factors that have always been used for monthiversary
processing. Nobody has ever run a GPT illustration with this
strategy, but that's not a good reason to leave it broken.
