"Paying the royalty when the final app is deployed" works in cases like AMR-NB because a free software implementation exist from opencoreamr. So the point is only to paid royalties for patents. Note that Linphone provides plugins for these kind of patented codecs with free software implementation. In case of G729, in addition of the patent issue which can be "easily cleared" from sipro for $15,000, there is still the question of software implementation from the ITU spec which is not free at all. In the REAME I found from the ITU reference implementation, there is no mention of any possible commercial use of this source code. So I don't see how it is possible to legally use the G729 reference implementation even if you pay for the patent.

From my understanding, this reference implementation is not free.
