Ties can, by their nature, not be done between different voices. Therefore,
you need to create an invisible note in the same voice, that the tie can
pretend to come from. Something like (untested):
<<{\hideNotes a2 ~ \unHideNotes a2} \\ {<c, fs a>2 ~ <c fs>4 <c fs> } >>
