Public in the sense that it is needed to correctly decorate (at least)
exported variable declarations in ltdl.h.

I'm not sure that we should document it, and advocate its use by ltdl.h
clients.  But I don't really have a strong opinion if you think it would
be useful to do so.

(Note that I am still not convinced that it is sufficient to only have
one such macro, looking at the MinGW desaster).

You may be right.  I haven't been able to find time to look at the issue
in any real detail though.
