Why does MinGW declare execv in a broken way?  Can't they fix that?

I don't know. Sorry. I might muster some energy and ask them, but
I'm not sure I'm going to bother.

I expect that part of the reason is that MinGW is a clone of the Windows API rather than Unix so they will define the interface according to publically available Windows API specifications.
