'config/mkstamp' == 'cat' under mingw

Using

  sh config/mkstamp < ChangeLog

is a great way to cat out the *entire* ChangeLog under mingw.

The version of sed delivered with this mingw is 3.02.

I am also using sed 3.02 under Solaris, where mkstamp apparently works 
correctly.

The file checkouts have MS-DOS line terminations.  Maybe that is the 
difference.  I'll try changing the terminations to Unix style.
