That comment is strictly a matter of opinion.
CVSNT is a mature project with 5 years of releases built on top of the
previous 15 years of CVS development. There are very clearly marked
stable versus developmental releases.
Most people who use CVSNT do so because they want features such as
Unicode, Mergepoints, Change Sets, Atomic Checkout, Reliable Lock
Server, Access Control Lists etc etc.
