If you want it for everyone.... try rcsinfo
If you want it for just one person, you may be able to do something with the
editor cvs brings up for you to enter comments with(but this is just a guess).

cd <head of checked out baseline>
grep <user name> ChangeLog| head -1

I'd crawl over an acre of 'Visual This++' and 'Integrated Development
That' to get to gcc, Emacs, and gdb.  Thank you.
