I am curious as to why CVS is even in the running for you. Do the
(free|stable|multiplatfom) aspects really make up for the fact the it
does not do what you need from a VC system?
Carrying the argument to the absurd, vi is (free|stable|multiplatfom)
and with just a whole lot of tweaking could support locking. That does
not mean that it should.
