Because it's just like the history file -- it's a cache of useful
information about the repository that you want to keep up to date and
the fact that the user who caused CVS to want to update the file is a
read-only user really isn't relevant.  (Although the fact that entries
are made only when you use a tag and not when you create one could be
viewed as a significant oversight.)

FLASH UPDATE: I just discovered that 1.11.1p1 fails the version-2r
sanity test because it isn't expecting non-digits in the version number.
This isn't a particularly serious problem, but I though you'd want to
know about it.
