rpm -qa qhull* is empty.
How would I go about telling configure to look in the /usr/lib/ directory? Is
it a -L option or something? I'm a rank amateur.

Fedora includes qhull-2003.1. And octave compiles against it just fine.
It is quite possible that the qhull-2011.1 (the current version) has changed
in some incompatible ways. Or perhaps you just need to tell configure
to look for qhull libraries in /usr/local/lib...
Sincerely,
Dmitri.
