Sorry, I went back and checked. bfgsmin is not included in the octave 2.1.50 
for windows package on the o-f site, I was remembering incorrectly. To use 
bfgsmin you need a newer version of o-f. I have no info on how to get it to 
work with Windows. Sorry for the mixup, M.
