No; just install the MinGW gcc. You can get this from the Cygwin installer, but I think I downloaded mine direct. There's an installation HOWTO on the MinGW website.

The trick is to put the MinGW path before the Cygwin path, so you pick up the MinGW gcc. This is all a bit of a black art, but there's lots on Google about it. The only issue, I think, is making sure you get the path right. One potential problem is that the MinGW gcc is (was?) not up-to-date. I don't have a Windows system up, but I think I have to run gcc 3.4.
